Yes, black pants and a peach collared shirt would count, althought I don't think I'd every wear peach - bad with my skin tones... =). I went to a two day retreat and it was business casual. One other person and I wore sport coats, but others wore jeans (with a sport coat), some sun dresses, mostly pants and polos or nice blouses...
